On the other hand, a tender notice related to the hiring of milestone/deliverable technology consultants, IT strategy (DPR, RFP, etc.), enterprise architecture, architect-software solution, architect-data, architect-IT infrastructure/platform, architect-cloud solutions, and ERP experts was issued by the Punjab National Bank in Delhi.

Custom bid services:

145 tenders were advertised for custom bid services for cloud computing in 2023. The Hindustan Petroleum Corporation Limited in Himachal Pradesh advertised a custom bid for services to provide gauge and discharge data and recording of data at GD Sites Parbati II and Silt, sample collection and analysis of data daily, AWS data and pool elevation at the Pulga Dam site, and monitoring of EWS in the control room at Parbati, and also to provide personal protective equipment, i.e., uniform safety shoes, gumboot rain suits, and winter jackets.

The Department of Higher Education in Uttar Pradesh published a bid notice regarding the custom bid services for Adobe Creative Cloud for teams and all Apps of Education name licenses. Similarly, a notice related to the custom bid services for supply and installation implementation, commissioning, and maintenance of a cloud-based premises solution for the video-based customer identification process (VCIP) at Canara Bank for 3 years was issued by the Life Insurance Corporation of India in Karnataka.

Tenders for procurement:

Out of 1071 tenders, 83 were advertised for procurement processes. For example, the Maharashtra Council of Scientific and Industrial Research issued a notice regarding the procurement of a hyper-converged infrastructure solution. Whereas, the Rajasthan MD, RISL, advertised a bid notice for the procurement of IBM Cloud Pak for Integration (CP4I) licenses, Raj Sewa Dwaar application upgrades, and service migration.

Besides, the Delhi CRIS released a notice related to the procurement of cloud infrastructure for the next-generation passenger reservation system.

Tenders for subscription and migration of cloud computing:

Among the 1071 tenders, 55 were published for subscription of cloud computing services and 27 were for the migration of cloud computing services. For illustration, the Security and Exchange Board of India in Maharashtra notified a notice for the extension of bid submission for the migration of the SEBI enterprise portal to the SEBI private cloud infrastructure. Again, the School Education Directorate in Tamil Nadu advertised a tender for cloud components, manpower support, and migration of existing data and applications.

Whereas, the Ministry of Human Resource and Development in Chhattisgarh issued a bid for the subscription of Microsoft software under the Microsoft Cloud campus agreement (academic or educational). Again, a bid notice regarding the renewal of a Microsoft Azure Cloud subscription for one year was announced by the Indian Institute of Technology Roorkee in Uttarakhand.

Budget estimation for tenders:

The budget estimation shows the amount spent on implementing tenders. Rs. 5.24 crore was spent on implementing a tender for the appointment of MSP to provide and manage the infrastructure on Cloud for IT applications of MPPKVVCL, Indore, through rate contract Award (RCA) by the Madhya Pradesh Paschim Kshetra Vidyut Vitaran Company Ltd.

The New Okla Industrial Development Authority in Uttar Pradesh released a tender notice with an estimated budget of Rs. 98.44 lakh for the selection of a service provider for the procurement of cloud services for Noida. Furthermore, the Tata Institute of Fundamental Research in Maharashtra published a notice for implementing a cloud computing tender worth Rs. 15 lakh. The National Institute of Technology Raipur in Chhattisgarh announced a bid for the purchase of cloud services at Rs. 12 lakh.

Live tender evaluation:

Straight away from the live tender on April 26, 2024, 49 tenders were issued for open bidding. Among them, Maharashtra and Delhi took the first position jointly while releasing 13 bids each. The state of Uttar Pradesh followed them by issuing 8 tenders. West Bengal was at 6, while Tamil Nadu, Odisha, and Kerala were at 4, 3, and 2, respectively.
